SUBJECT: Memorandum of Instruction for 2006 Summer Basketball Program
1. PURPOSE. The purpose of this Memorandum of Instruction is to establish
policies and procedures for the conduct of the 2006 Summer Basketball
Program.
2. GENERAL.
a. The 2006 Summer Basketball Program
will be conducted during the period July through September .
b. Home team will be designated.
c. Each team must list a coach and alternate point of contact with available daytime phone number.
d. No entry fee will be required.
e. Games will be played Tues, Thu, 11:30 and 12:15. Mon and Fridays will be used for reschedule dates.
f. Any reschedule request must be submitted 48 hours in advance, in writing.
3. RULES. Official rules of league play will be governed by the 2006 NCAA Rules with the exception that:
a. Dunking during the game is permitted, however, dunking during warmups will constitute a technical foul.
b. Game will consist of two, fifteen minute halves with a running clock. A jump ball will start the game. The alternating possession rule will be in effect for any other jump ball situations. The clock will be stopped for: Time outs, player disqualification (fouling out, ejected player for unsportsmanlike conduct), last two minutes of each half will be a regulation stopped clock.
c. Each team is authorized two time-outs per half.
d. A slaughter rule will be in effect the last 2 two minutes of the second half. If a team is losing by 20 or more points with 2 minutes or less remaining the game will be stopped.
e. In case of a tie game, overtime period will be three minutes; clock will stop IAW para c. above, and each team will have one additional time-out.
f. The following infractions by players or coaches will be cause for ejection from the game and possible suspension by the Sports Director. Suspension will be a minimum of 2 games.
(1) Fighting or unsportsmanlike conduct
(2) Obscene language
(3) Playing under the influence of alcohol or drugs
(4) The striking of an official will result in suspension for the remainder of the season including playoffs.
g. Starting lineup will be written into the Official Scorebook five minutes
prior to the start of the game.
h. Teams must have on the same color jersey with regulation numbers front
and back.
i. Team captains and coaches will be the only persons to discuss calls with the referee during the game.
j. The referee shall have the power to make decisions on any points not specifically covered in the NCAA or CR rules.
k. For safety reasons, all players with glasses must have safety straps.
l. Smooth surface wedding bands are the only type of jewelry allowed to be worn during games; no necklaces, earrings, etc.
4. FORFEITS.
a. Game time is forfeit time
b. There must be four players present in uniform at the start of the scheduled game.
c. Any team that forfeits three games will be dropped from league play. The remaining unplayed games on the schedule shall be counted as forfeits.
5. ELIGIBILITY. (No Exceptions)
a. All active duty military personnel assigned or attached to Fort Monroe,
and their family members in possession of a DD 1173 (ID card), 18 and
older. Active duty military of other.
b. All DOD APF and NAF employees of Fort Monroe in possession of a DA
1602 (ID card).
c. All persons working on Ft Monroe (i.e., Credit Union, Commissary, etc). Contractors whose primary work site is Fort Monroe.
d. Teams may be comprised of any eligible personnel. Players are not required to play with the unit or section to which they are assigned. After the regular season begins newly arrived military or newly hired Ft. Monroe personnel desiring to play may join their unit team or if there is none, is free to play with any team they want.
e. Player Pool :Players on a team, dropping out of the league, who desire
to continue playing in the league, are eligible to be picked up by other
teams in the league via the waiver rule (i.e., one player at a time beginning
with the team at the bottom of the standings, and proceeding upward until
the departing team roster has been depleted). This process will be in
effect if sports office assigns a player to a team.
f. No player will be added to any roster after last regular season game.
Team rosters are unlimited. To be eligible for postseason tournament player
must play in at least one regular season game.
g. No player can move to another team after playing one regular season game with any other team.
6. LEAGUE FORMAT.
a. The Fort Monroe basketball season will be from July-September
b. Play will consist of a double round robin.
There will be a Post Season single elimination tournament all teams included.
7. AWARDS.
a. First place team will receive one team award. Second place team will receive one team award for regular season play.
b. First place team will receive individual awards, NTE 16. Second place team will receive individual awards for tournament play NTE 16. To be eligible for postseason tournament player must play in at least one regular season game.
8. RESPONSIBILITIES. COMMUNITY RECREATION WILL:
a. Schedule all games.
b. Provide referees, and scorekeepers for each game.
c. Provide game balls.
d. Keep an up-to-date account of team standings.
e. Maintain a current schedule of remaining games at all times.
COACHES WILL
a. Furnish a team roster to the CR Sports Office, Bldg 171, prior to 10:00
am the first day of the schedule season. Failure to provide complete rosters
as required in a timely manner will be sufficient cause for forfeiture
of all league games until requirement is met. Players may be added to,
or deleted from the team roster, prior to 10:00 am on the day of any league
game.
b. Rosters will include full name, duty station, rank or civilian status, and duty phone number or sponsor’s phone number.
C. Team rosters are unlimited, however, only 16 trophies will be issued at awards ceremonies.
d. Ensure that no player changes teams after playing one regular season game with any other team.
9. PROTESTS.
a. The official written protest must be filed at the CR Sports Office.
b. All DOD APF and NAF employees of Fort Monroe in possession of a DA 1602 (ID card).
c. Protests will not be accepted or considered if they are based solely on a decision involving the accuracy of judgment on
d. Protests that will be accepted and considered concern matters of the following type:
(1) Misinterpretation of a rule by the official.
(2) Failure of an official to apply the correct rule to a given situation.
(3) Player eligibility.
(4) When a protest for ineligibility is allowed, the team with the offending player will forfeit that game, and all other games in which the player participated.
e. The notification of intent to protest must be made immediately to the official. (Exception: player eligibility.) Coaches must then ensure that an entry is made in the official scorebook.
f. Protests involving player eligibility must be filed at the CR Sports Office within 24 hours during regular season play.
g. Decisions made on a protested game must result in one of the following:
(1) The protest is found invalid and the game stands as played.
(2) The protest is valid and the game is replayed from the point of infraction.
(3) The protest is found valid, but a replay of the game is deemed impractical
and the protesting team may be awarded the victory.
