SUBJECT: Memorandum of Instruction for 2006 Fort Monroe Intramural
Softball Program
1. Purpose. The purpose of this Memorandum of Instruction is to establish
policies and procedures for the conduct of the 2006 Fort Monroe Intramural
Softball Program.
2. General.
a. The 2006 Intramural Softball League will be conducted at unit and section
level starting May 2006. Games will be played Tuesday and Thursday, 6:30,
7:30 pm.
b. League will be comprised of one conference.
c. Home team indicated on schedule.
d. Single elimination post season tournament will be held between all
teams. Championship game: 7 innings, no 10 run rule, no time limit.
e. The rescheduling of postponed games will be determined by the Sports
Office, based on time constraints, and weather conditions.
f. Night lights will be turned off NLT 10 minutes after last game.
3. Rules. The 2006 ASA Rules will govern competition except as listed
below:
a. Official scorebook is the book of record.
b. It is illegal to wear metal or plastic spikes. Molded rubber cleats
or tennis shoes may be worn.
c. The one hour time limit and 20 runs after 3 innings or 10 run rule
are in effect after five complete innings.
d. Each batter will begin with a 1-1 count
e. Hats are not required - option of individual, but will be worn correctly,
if worn.
d. All players will be required to wear jerseys that are uniform in color
and style. Regulation numbers are required back of jerseys.
e. Bat boys are allowed with the understanding that safety is a major
concern. They will only be allowed outside of the dugouts after action
stops on the play to retrieve bats and will follow the instructions of
the umpire for situations not covered in the MOI.
f. The following infractions by players or coaches will be cause for ejection
from the game by the umpire and 2 game minimum suspension by the Community
Recreation's (CR) Sports Director:
(1) Ejection for unsportsmanlike conduct. Upon ejection player will leave
ball field area (dugouts, bleachers, parking lot, etc.).
(2) Obscene language.
(3) Playing under the influence of alcohol or drugs. Use of alcoholic
beverages will not be allowed on the bench during the game.
(4) When a player violently strikes or hits another player, he will be
suspended for the remainder of the season and postseason tournament. This
type of action will not be tolerated by the CR Sports Office.
(5) Striking or pushing an official will result in suspension for the
remainder of the season, including tournaments.
4. A team may start and finish a game with no fewer than nine players.
There will be no automatic out. If tenth player arrives, player must go
into game and bat in the lineup. If, at any point, a team has less than
nine players, game will be declared a forfeit. If a team starts with 10
or 11 players and one leaves the game, there will be an automatic out.
Exception to this is the blood rule.
5. Forfeits.
a. Game time is forfeit time.
b. Any team that forfeits three games will be dropped from league play.
c. Game rescheduling: Games may be rescheduled due to military commitments.
Coaches must submit in writing to the Sports Office justification, 24
hours prior to the day of the scheduled game, no exceptions. Otherwise,
the game will be considered a forfeit.
6. Eligibility.
a. Active duty military personnel assigned, attached or residing on Fort
Monroe, and their family members 18 and over, in possession of DD 1173
(ID card).
b. Any retired Army personnel residing in the local community, in possession
of a DD 1173 (ID card).
c. All DOD APF and NAF employees of Fort Monroe in possession of a DA
1602 (ID card). All tenant units and contractors of Fort Monroe in possession
of their company (ID card).
d. Rosters: A team roster will be furnished to the Sports Office 2nd Floor
Fitness Center , Bldg 171, or by e-mail NLT 3rd game of the regular season.
Failure to submit complete rosters as required will be sufficient cause
for forfeiture of all league games until requirement is met. Coaches are
required to have a current roster at all games. Players must be on roster
by 10:00 am of game day to play. Team rosters are unlimited. Rosters will
include full name, duty station, rank or civilian status, and duty phone
number or sponsor's phone number.
e. Units or sections are encouraged but not mandatory. Units or sections
may enter more than one team. Coaches may add players outside their work
sections.
f. Coaches will report all newly arrived personnel who meet eligibility
criteria above before adding them to a team. Coaches are responsible for
explaining all rules and providing MOI to each player.
g. Tournament eligibility: Players must play in at least one regular season
game with their team to be eligible for tournament play. No player may
switch teams after playing in one game with another team during regular
season game.
h. Members of a team dropping out of the league who desire to continue
playing are eligible to be picked up by other teams in the league via
the waiver rule, (i.e., these players are available for selection by other
teams, one players at a time, beginning with the team at the bottom of
the standings, and proceeding upward until the departing team roster has
been depleted).
7. Awards.
a. Team trophies will be presented to the 1st and 2nd place teams for
regular season play.
b. Individual trophies will be presented to the 1st and 2nd place teams
in the tournament.
8. Responsibilities. MWR will:
a. Provide one official, one scorekeeper.
b. Furnish game balls.
c. Keep an up-to-date account of team standings.
9. Protests. Only written protest will be accepted.
a. The official written protest must be filed at the sports Office, Bldg
171, NLT COB the next duty day.
b. Protests will not be accepted or considered if they are based solely
on a decision involving the accuracy of judgment on the part of an official.
c. Protests that will be accepted and considered concern matters of the
following type.
(1) Misinterpretation of a rule.
(2) Failure of an official to apply the correct rule to a given situation.
(3) Play eligibility. Player must be on team roster for one during regular
season to participate in post season tournament.
d. The notification of intent to protest must be made immediately to the
official. (Exception: Player eligibility). Coaches must then ensure that
an entry is made in the official scorebook. The official book must be
signed by game official and manager of the protesting team.
e. Protests involving player eligibility must be filed at the sports Office
within 48 hours during regular season play. However, any protest of player
eligibility during tournament play must be filed with the official, and/or
tournament director, before the end of the game involving the player in
question.
f. Decisions made on a protested game must result in one of the following:
(1) The protest is found invalid and the game stands as played.
(2) The protest is valid and the game is from point of infraction.
(3) When a protest for ineligibility is allowed, the team with the offending
player will forfeit that game, an all other games in which the player
participated.
