STANDING OPERATING PROCEDURE
1. PURPOSE. To outline procedures and policies governing the operation
and use of athletic fields on Fort Monroe to include, but not limited
to soccer, softball, basketball and volleyball.
2. RESPONSIBILITY. The Sports Office is directly responsible for implementation of the contents of this SOP and for the overall management of the Fort Monroe athletic fields.
3. SCOPE. This SOP is applicable to all individuals utilizing athletic fields.
4. MISSION. The mission of the athletic fields is to provide and maintain a service for active duty military personnel, their families, civilians employed at Fort Monroe, and all Department of Defense civilians on temporary duty at Fort Monroe. Civilian groups may utilize the facilities, but priority will be given to personnel in the aforementioned categories

6. PROCEDURES.
a. Hours of operation:
All Fields, 0900-1700
Invitational Softball Tournaments, 0800-2100
b. Reservation Procedures:
(1) All athletic fields are available on a first come, first served basis. Exceptions to this policy are as follows: Reservations may be made by units desiring to use the fields for military only functions and civilian groups as determined by the Installation Commander in the best interest of military/civilian relationships.
(2) Request for reservations must be submitted to the Sports Office in writing, at least five days prior to desired date of use. Reservations will not be guaranteed until written request is received.
(3) The requestor will provide MWR Sports with the following information: Military unit designation or name of group, total number of personnel in attendance, date and time desired, athletic field desired as well as the name, telephone number and grade/position of person appointed POC. The OC will be held responsible for the conduct of the group. Furthermore, the POC will ensure that his party cleans and polices the area prior to departure. Civilian groups must submit their request in the same format. Off post organizations may not submit request for reservations any earlier than 30 days in advance (information may be provided on attached form).
(4) The following daily user fees will be charged for utilization of each reserved athletic field and paid for upon confirming the reservation:
Soccer/Softball Basketball/Volleyball
$25.00 per hour $12.50 per hour
Normal Scheduled Hours: 9 a.m. - 5 p.m.
Field Preparation: $25.00
Lights: $10.00
Softball Tournaments: $100.00 per day,
8 a.m - 9 p.m.
The above fees apply only to non-Fort Monroe sponsored activities.
(5) Cancellations will be accepted and full refunds given up to 48 hours prior to reserved date due to inclement weather, bonafide emergency or military obligation. Refunds will not be given after the event has started and inclement weather arises.
